Two-thirds of those surveyed in Minnesota’s e-bike rebate program said they were able to purchase their first e-bike thanks to the rebate, with half of rebates going to households earning less than $75,000 annually, according to
research at the University of Minnesota.

Distribution of the E-Bike Rebate and data collection for the analysis of travel behavior impact,” by the
Center for Transportation Studies examined data and survey responses of the more than 14,600 residents who applied for a rebate through the state’s e-bike rebate program when it launched in 2024. The average age of applicants was 49.
Of the total applicants, 1,519 people received a rebate (10 percent). Of those who received a rebate, 1,327 (87 percent) used one to purchase an e-bike. Two-thirds of survey respondents said the rebate allowed them to purchase their first e-bike (237 out of 356 individuals).
